What would you do if someone killed your mom, and he didn't go to jail for it? Well, i personally would hate him, and the court system for not putting this murdurer in jail. If this happened, i would Hunt him down, and break his arms and legs, so he could feel the pain that I had felt emotionally. I wouldn't kill him, because that would be inhumane, so I would just injure him severely, and make him feel sorry for what he did to my family and my mom's friends.
So i think that we should be allowed to do that, because the court system doesn't always catch the bad guy, and somebody needs to stop people like that if the Gov. can't.

because that's just stooping down to the killer's place.
